Transmission Control Protocol/Internet Protocol is the solution that allows internet to exist. TCP/IP helps computers find each other. It is supported in intranet (private/local computer network) and internet. To be more correct TCP and IP are two different protocols letting hosts connect to each other. IP refers to network layer, while TCP to the transport layer. Both protocols allow for data transfer across the network.

Some merchants may use terminology like TCP/IP when talking about spy cameras or security cameras. This means that such cameras can work using this protocol. Meaning, you can view the camera recording live from the internet by connecting to your computer. Just like with any web cam.
